When using CMS, like joomla! or any other script that use DB, they have one main template file (or files) that gives the look for the site, so you must first look for that template files and optimize it. To optimize things like titles for every page, links, meta data information and so on, you need to know coding php or whatever is useed to build that site. It's not so easy, ask them if they have any control panel (admin panel) for that site and look if there can be made something.
