If you want to actually get traffic on this thing, you're going to have to sack up and place it above the email inbox, without users opting in (force it on them). Otherwise, no one will use it. And you risk pissing off gmail customers by making it mandatory, so frankly, Google doesn't have the sand to make this work, it will end up in the Wave-Notebook-Answers trash heap where all half-assed Google attempts go to die.
